About this opportunity
The Department of the Army Materiel Command's Mission and Installation Contracting Command at Fort Riley, Kansas is conducting a Draft Request for Proposal (DRFP) to procure Material Handling Equipment (MHE) services for Fort Hood, Texas and surrounding areas within a 100-mile radius. This is a non-binding market research and acquisition planning initiative, with a response deadline of March 25, 2026. The contractor must provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and fuel necessary to perform movements of unit equipment during deployment and redeployment operations for III Armored Corps. Key requirements include the capability to simultaneously upload and download containerized equipment across multiple battalion footprints, operate at various locations including wash racks, line haul sites, Deployment Ready Reaction Field, and Rail Operations Center, and maintain equipment including 15K, 30K, and 36K forklifts, rough terrain container handlers, cranes with 115-ton and 300-ton lift capacities, and heavy equipment transportation systems. The evaluation will utilize a Lowest Price Technically Acceptable (LPTA) basis, and contractors must demonstrate compliance with Service Contract Act wage rates and maintain 95-100% performance thresholds across equipment availability, operator qualifications, and maintenance response standards.
This procurement is set aside 100 percent for Women-Owned Small Businesses, and the contract is structured as a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) agreement with a base year running from February 1, 2026, through January 31, 2031, plus four additional option years. The draft solicitation indicates four primary line items, each requiring 500 jobs annually: 120-Ton Heavy Crane with operator, 36K Pound Forklift with operator, 36K Pound Forklift without operator, and Tractor & Trailer with Removable Gooseneck with operator. Services are primarily scheduled Monday through Friday from 0730 to 1730 hours, excluding federal holidays, though 24-hour operations and weekend work may be required on a task order basis. The contract includes a draft cancellation ceiling of USD 1,234, though this figure appears to be a placeholder pending final contract details. All bidders must be registered in the System for Award Management (SAM), hold appropriate certifications, and comply with prevailing wage determination requirements established by the Department of Labor for Bell and Coryell Counties, Texas.
