Final RFP DE-SOL-0002084 is available on the web site at http://www.emcbc.doe.gov/WVDP_Phase_I_Decommissioning/. DOE hereby requests that all prospective offerors submit proposals in response to the Final RFP which DOE will evaluate and award one contract on the basis of best value to the Government. Proposals shall be received at 4 Centre Drive, Suite F, Orchard Park, NY 14127, Attn: Mr. Barry M. Page by 4:00 p.m. Eastern Time on Monday, December 13, 2010. The Final RFP is being issued on a full-and-open, unrestricted basis. The North American Industry Classification System (NAICS) code for the services to be provided is 562910, Environmental Remediation Services. The services to be provided in Sectio n C of the Final RFP include but are not limited to: high level waste canister relocation and storage; contaminated facility decontamination, deactivation, demolition, decommissioning and closure; waste tank farm management; contaminated water management; non-contaminated facility disposition; waste management; operation and maintenance of facilities and infrastructure including the Remote Handled Waste Facility; safeguards and security; janitorial and grounds keeping services; laboratory services; state, Federal and DOE regulatory compliance; radiological monitoring; and administrative support services.

Added: Aug 30, 2010 3:02 pm Modified: Sep 20, 2010 4:37 pmTrack Changes Within 15 to 30 days from the date that this notice is published, the U.S. Department of Energy (DOE) anticipates the release of Final Request for Proposals (RFP) DE-SOL-0002084 pertaining to Phase 1 Decommissioning - Facility Disposition activities at DOE's West Valley Demonstration Project (WVDP) in western New York State. After the Final RFP is released, interested parties will be invited to submit proposals which will be evaluated by DOE. The Final RFP will be released to the public on the West Valley Phase 1 Decommissioning - Facility Disposition procurement web site at http://www.emcbc.doe.gov/WVDP_Phase_1_Decommissioning/. Interested parties should begin checking the procurement web site on a daily basis 15 days from the date of this synopsis to see if the Final RFP has been posted. DOE will not issue another synopsis announcing that the Final RFP has been posted.

Final RFP DE-SOL-0002084 is a follow-on to Draft RFP DE-SOL-0002084 which was issued to the public for comments only on August 30, 2010 via the procurement web site. Proposals were not requested from interested parties in response to the Draft RFP. DOE held a pre-solicitation conference, driving tours of the WVDP, and industry one-on-one sessions for interested parties the week of September 13 after the issuance of the Draft RFP and requested that interested parties submit comments pertaining to the Draft RFP by September 22, 2010. DOE will also conduct detailed walking tours of the WVDP at dates to be announced later on the procurement web site. The Final RFP will be issued on a full-and-open, unrestricted basis. The North American Industry Classification System (NAICS) code for the services to be provided is 562910, Environmental Remediation Services. The Government shall award of a single Cost-Plus-Award-Fee type contract as a result of the Final RFP.

DOE has selected a phased decommissioning approach to move forward with decommissioning activities at the WVDP. WVDP Phase 1 Decommissioning is the first phase in a two phase decommissioning process being used for final decommissioning of the site in accordance with the WVDP Act (Public Law 96-368). The scope of this contract includes the facility disposition portion of the work that constitutes Phase 1; stewardship, maintenance, and operational activities necessary to maintain the site; and support for other DOE contractors as currently authorized under the existing regulatory framework at the WVDP. Services to be provided include but are not limited to:

- Project management and support services- Site operations, maintenance, and utilities- High-level Waste canister relocation- Facility disposition- Waste Tank Farm management- NRC-licensed Disposal Area management- Waste management and nuclear materials disposition- Safeguards and security

The Government anticipates the award of a single Cost-Plus-Award-Fee type contract as a result of the Final RFP. The contract will be awarded on the basis of best value to the Government taking into consideration the tradeoff between technical/performance evaluation factors and price.

The services to be provided in Section C of the Draft RFP include but are not limited to: high level waste canister relocation and storage; contaminated facility decontamination, deactivation, demolition, decommissioning and closure; waste tank farm management; contaminated water management; non-contaminated facility disposition; waste management; operation and maintenance of facilities and infrastructure including the Remote Handled Waste Facility; safeguards and security; janitorial and grounds keeping services; laboratory services; state, Federal and DOE regulatory compliance; radiological monitoring; and administrative support services.

Interested parties should review the Draft RFP and all other information and/or documentation available on the West Valley Phase 1 procurement web site at http://www.emcbc.doe.gov/WVDP_Phase_I_Decommissioning/ and identify any additional information and/or documentation that would facilitate the preparation of their proposals. DOE intends to hold a pre-solicitation conference, site tours, and one-on-one sessions with interested parties.
