This Special Notice concerns the cancellation of the Advancing Artificial Intelligence Multiple Award Contract (AAMAC) draft solicitation issued by the Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency. The AAMAC was intended to be a multiple award contract focused on artificial intelligence capabilities for the Department of Defense. The opportunity was originally posted on November 20, 2024, with a due date of February 18, 2025, and was designated as a partial small business set-aside under NAICS code 541511 for Custom Computer Programming Services. The DoD Chief Digital and Artificial Intelligence Office (CDAO) was managing the development of this procurement vehicle through multiple iterations of draft solicitations.

The primary purpose of the draft solicitation was to gather industry feedback to develop an effective procurement vehicle for AI services through information exchange with potential contractors. The government had initially sought voluntary responses to draft RFP documents by December 20, 2024, which was later extended to February 18, 2025, receiving over 180 industry responses that led to significant revisions including removal of certain evaluation criteria and clarification of scoring requirements. The solicitation would have used a Highest Technically Rated Offeror methodology and created small business reserves within the small business pool to support DoD ordering activities' small business goals. However, the entire AAMAC program has now been placed on hold, resulting in the cancellation of this draft solicitation, with interested parties directed to contact the DoD CDAO Digital Scaled Capabilities directorate for further information.

This is a DRAFT Request for Proposal (RFP) issued for the purpose of developing a viable Advancing Artificial Intelligence Multiple Award Contract (AAMAC) solicitation that will best communicate the Government’s requirements to industry through exchange of information.

The Government is requesting that interested respondents review the draft RFP documents included in the “PIEE Solicitation Module Link for FA800325R0002” link below, as well as the questions included in the AAMAC Draft RFP Feedback form.

Note that since holding the Advana Industry Day on 18 September and receiving/reviewing over 300 responses to our AAMAC sources sought in October, we have made the following changes:

  • The AAMAC Statement of Work was retitled as AAMAC General Requirements, to avoid potential confusion with order work statements.
  • The 29 AAMAC Focus Areas briefed at the Advana Industry Day were removed, as they were causing confusion.
  • For simplicitys sake, the Government condensed the original set of 20+ Ability To statements, resulting in a total of 8 Ability To statements that are mutually exclusive and collectively exhaustive in covering AAMAC program needs.
  • To adequately capture and enable relative weighing of all AAMAC technical experience and capability areas, the Government adopted the Highest Technically Rated Offeror (HTRO) methodology and created a HTRO self-scoring matrix (Attachment 8).
