About this opportunity
The Department of Energy's Office of Environmental Management has issued a Draft Request for Proposal (DRFP) for the Los Alamos Legacy Cleanup Contract II (LLCC II), solicitation number 89303324REM000134. This partial draft RFP is being released for industry comment only, with the Department explicitly stating that it is not requesting proposals at this time. The document represents a significant procurement effort to replace the current Los Alamos Legacy Cleanup contract, which has been held by Newport News Nuclear BWXT Los Alamos LLC since December 2017. The solicitation will be conducted as a full and open competition under NAICS code 562910 (Environmental Remediation Services) with a size standard of 1,000 employees. The Final RFP is anticipated to be issued no sooner than April 2026.
Interested parties must submit comments on the partial draft RFP by February 26, 2026, via email to LLCC-II@emcbc.doe.gov using the Microsoft Excel format provided on the EM CBC procurement website. The LLCC II contract will be structured as a single-award Indefinite Delivery, Indefinite Quantity (ID/IQ) contract with a maximum value of $6 billion over a 10-year ordering period, plus an additional 5 years for performance beyond the ordering period. The contract scope encompasses environmental cleanup and remediation at Los Alamos National Laboratory, transuranic waste disposition, groundwater and surface water monitoring, facility operations and maintenance, and support services, with contractor performance evaluated on management approach, past performance, technical factors, and cost/price. Contractor eligibility requires the ability to handle characterization, deactivation, demolition, and environmental media remediation of contaminated facilities while maintaining compliance with the 2016 Compliance Order on Consent and all applicable federal, state, and local environmental regulations.
