About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is seeking a non-personnel services contract to provide As Needed Protestant Chapel Minister Services at Dugway Proving Ground (DPG). The contractor must be an ordained Protestant Minister with at least one year of ministering experience and will provide religious support services including Sunday worship services, holiday services (specifically Christmas), and religious ordinances such as communion and baptisms when no military personnel, DoD civilians, or volunteers are available. The contract is structured as a firm fixed price arrangement with a base period of one year and four 12-month option periods, with a limit of 53 services per performance period. Evaluation criteria include possessing appropriate certifications indicating ordained minister status, demonstrated ministerial experience, and lowest price, with the award going to the lowest-priced offer that meets all required factors. The solicitation response deadline has been extended to July 15, 2025, with an anticipated award shortly after the closing date.

This solicitation is set aside for small businesses under NAICS code 813110 (Religious Organizations) with a size standard of $11,500,000. The contract quantities range from 20-40 units per period across the base and option years, with services specifically scheduled for Sunday worship from 1300-1400 hours and Christmas Day services. The contractor must submit service details to the Religious Support Office three workdays prior to each service, arrive 15 minutes before and stay 15 minutes after services, and invoice monthly through the Wide Area Workflow (WAWF) system. Performance will take place at Dugway Proving Ground in Dugway, Utah, and the government emphasizes this is a non-personal services arrangement where contract service providers are accountable solely to the contractor rather than the government. No current incumbents or potential contractors are identified in the solicitation documents, and specific award values or budget ranges are not disclosed.
