About this opportunity

The Washington Headquarters Services (WHS) has issued a Sole Source Justification Notice for the Defense POW/MIA Accounting Agency (DPAA) to procure cellular voice and data services from Verizon Wireless. The contract covers 187 smartphones, 10 hotspot/data card devices, and 80 international service lines for 300 DPAA personnel operating in both domestic and international locations. The justification emphasizes the critical need for continuous wireless communication for personnel traveling in remote global regions, with specific requirements including DISA Unclassified Mobility Capability (DMUC) compliant devices and mobile access to Defense Enterprise Email. The sole source determination is based on the operational risks and significant transition costs associated with changing providers, which would require approximately 6,000 hours of effort and increase monthly expenses by $2,000. The contract is structured as a Firm Fixed Price agreement with a 12-month base period and four 12-month option periods, ensuring consistent mobile communication support for DPAA's mission-critical operations.
