Description: DoDEA requires comprehensive education (K-12) for DoD dependents residing on Dover AFB. The required services include full responsibility for managing and maintaining the government provided school facilities, operating a student meals program, offering special education to include early intervention, offering the full scope of extra-curricular / co-curricular activities, and providing transportation to students.

Set-aside Status: No set-aside – sole-source award
Caesar Rodney School District is the only entity that can meet all of DoDEA’s requirements for the comprehensive K-12 education services and early intervention services, as well as the broad array of required programs for students at Dover AFB. It has been serving eligible students from Dover AFB since 1957.
A school district other than Caesar Rodney desiring to compete for this requirement would have to invest an additional $5-6 million of its own funds to outfit both the elementary school and middle school as well as provide space for high school students in a brick & mortar school setting within commuting distance of the installation. These outfitting costs would include: curriculum materials, furniture for classrooms, administrators, information center, cafeteria, and other common areas; computers, printers, audio-visual equipment, information center materials, kitchen equipment, etc. Also, the Contractor would need to hire teachers, administrators, and support staff, including personnel to provide transportation, grounds and building maintenance services, and food services, to support K-12 students as well as to provide early intervention services for identified students. The size, scope, and initial start-up costs for the Dover AFB education services requirement would be a significant, if not impossible, challenge for taxpayer-supported districts or tuition-based private/charter schools to meet at the Dover AFB school location in the required timeframe.
DoDEA received no responses to a Request for Information (RFI) posted on the Government-wide Point of Entry (GPE) from November 8-21, 2017. Caesar Rodney School District contacted the contracting officer and was allowed to respond after the closing date.
None of the other nearby local educational agencies: Milford School District and Capital School District have submitted a proposal for this requirement in previous years nor have they ever expressed interest in competing for former contracts or the current requirement.
