About this opportunity
The Department of the Air Force Air Mobility Command, through Dover Air Force Base, is seeking a contractor to provide packing, crating, containerization, and local drayage services for personal property belonging to Department of Defense personnel at Zones 11 and 12. The contractor must furnish all personnel, equipment, facilities, supplies, and materials—with the exception of government-owned containers—to prepare, pack, containerize, and transport DoD personal property for domestic and overseas movement or storage. Core service requirements include premove surveys, weighing of shipments using state-certified scales, preparation and packing to minimize cubic measurement while preventing damage, accurate inventorying and tagging, appliance servicing and unservicing per manufacturer specifications, standardized container marking, and delivery, unloading, and unpacking services at destination. The contractor must maintain facilities meeting specified standards and provide comprehensive insurance coverage including workmen's compensation, general liability, automobile liability, and cargo liability. The Pre-Solicitation Notice was posted on March 11, 2026, with a deadline of March 23, 2026, for interested parties to submit their initial responses to the contracting officer, contract specialist, and designated organization box.
This procurement is designated as a Total Small Business set-aside, meaning only small businesses are eligible to compete for the contract. The Performance Work Statement establishes specific time requirements, including commencement of work with at least one workday notice, pickup and delivery services between 0800-1700 hours, containerization at the contractor's facility limited to three workdays for household goods and two workdays for unaccompanied baggage, and inbound deliveries required within three workdays of arrival notification. Storage charges commence on the sixth workday following completion of containerization or arrival and apply for each 30-day period or fraction thereof. The contractor must submit multiple reports including inventory documentation, weight certificates, weekly shipment reports, government-owned container control records, and monthly performance metrics. Specific evaluation criteria, potential award values, and budget ranges are not detailed in the Pre-Solicitation Notice; however, interested small businesses should respond to the Contracting Officer Anna George or Contract Specialist 2d Lt Travis Ambrose with information regarding their business size and socioeconomic status.
