Notice text
Added: Sep 18, 2012 7:33 pm
Under Statutory Authority § 41 U.S.C. 253(c)(1) the Government anticipates entering into sole source procurement negotiations with Lifesource Blood Services of Rosemont, IL to provide Donor Panel Testing Services from October 1, 2012 thru November 30, 2012 for the CAPT James A. Lovell, Federal Health Care Center in North Chicago, IL 60064.
In order to continue providing these critical services, a sole source contract of 2-months is proposed to enable acquisitions time to conduct a properly competed acquisition. Release of the pre-solicitation notice is expected in the beginning of October.
This proposed sole source contract consists of a 2-month period of performance thru November 30, 2012 and will prevent an adverse impact on the mission of the Lovell, Federal Health Care Center, which would occur, with the interruption of the work presently performed.
The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by supplies available from one source. This announcement is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. Other persons may identify their interest and capability to respond to this requirement by September 21, 2012. This notice of intent is not a request for competitive proposals. However, all interest received on or before September 21, 2012, will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available.
