About this opportunity

The Defense Health Agency Contracting Activity on behalf of Walter Reed National Military Medical Center is conducting market research to procure Donor Kidney Facilitation Services through this Sources Sought notice posted on March 4, 2026. The primary objective is to identify responsible sources with expertise and capabilities to provide kidney donor facilitation services, specifically for paired kidney donation and exchange programs coordinated between WRNMMC and the non-profit Alliance for Paired Kidney Donation. Key requirements include negotiating agreements with APKD, conducting computerized match runs to identify paired exchange matches, providing access to a secure website for incompatible pair and non-directed donor information, and coordinating transplant exchanges from identification through completion. Contractors must demonstrate previous experience with similar kidney paired donation programs and possess the capability to arrange payment collection and manage covered expenses in accordance with applicable billing procedures. Interested firms must submit responses by March 13, 2026, and the notice does not establish an evaluation criteria framework but indicates the government will consider the volume of small business responses to determine whether a set-aside is warranted.

This Sources Sought notice includes no set-aside designation, though the government reserves the right to implement a set-aside if two or more small businesses submit responses. The incumbent contractor appears to be the Alliance for Paired Kidney Donation, with whom the successful contractor must negotiate a working agreement. No specific contract award value or budget range is provided in the notice, and the timeline for service delivery is not detailed beyond the coordination requirement extending from identification through transplant completion. Prospective contractors should submit detailed information regarding their firm name, DUNS number, CAGE code, small business status, and documentation of previous experience with comparable kidney paired donation or organ transplant facilitation programs. Points of contact for inquiries are Matthew S. Tsueda, Contracts Specialist, and Gregory M. Crump, Contracting Officer, though this Sources Sought is expressly for planning purposes and does not constitute a formal solicitation.
