About this opportunity
The U.S. Army Corps of Engineers Fort Worth District, supporting Dona Ana Base Camp, New Mexico, intends to solicit design-build services to expand the camp's capacity by 2,200 soldiers to 4,000 total personnel supporting a full Brigade Combat Team, with responses to this sources-sought notice due September 21, 2026. The Government anticipates using an Other Transaction Agreement under 10 U.S.C. 2808a rather than traditional FAR-based contracting and is actively seeking industry feedback on this approach. No set-aside applies.
The project scope includes transient training billets, Tactical Operations Centers at brigade and battalion levels, range support buildings, a Morale Welfare and Recreation facility, hygiene facilities, vehicle maintenance with 35-ton bridge crane, fire pump building, redundant power generation, parking, and associated utilities across approximately 245,000 square feet. Performance occurs at Dona Ana Base Camp, New Mexico, under administrative oversight from Fort Bliss, Texas. All facilities must be all-electric with no natural gas or propane. The period of performance is 730 calendar days from Notice to Proceed. The fixed Construction Cost Limitation is $190,000,000.00, excluding Government-Furnished Equipment.
Firms must submit capabilities statements (maximum 5 pages) demonstrating single-project bonding capacity of at least $200,000,000.00 and aggregate bonding of $500,000,000.00, along with summaries of up to three comparable design-build projects executed within the past five years involving troop housing and associated facilities. The Government is actively soliciting industry input on budget realism, innovation opportunities, supply chain risks, and value prioritization. Formal solicitation is scheduled for release in March 2027 with award anticipated in August 2027. Submit questions to Richard Feller via email.
