About this opportunity
The Department of the Navy Chief Information Officer – Information Technology Division (DON CIO), under the Naval Supply Systems Command, is seeking comprehensive IT and IT-related support services across classified and unclassified environments. The procured services encompass a broad range of technical support including database administration, software development, data center operational support and migration, system and network administration, information assurance, portfolio management, customer service and helpdesk functions, Video Teleconferencing, telecommunications, NMCI tech refreshes, mobility and wireless equipment upgrades, SharePoint server maintenance, and engineering/development/integration of DON CIO and SECNAV Headquarters systems. Key contract requirements include supporting the transition of all systems and applications from DICAP to the Risk Management Framework (RMF), obtaining RMF Authorization to Operate (ATO), maintaining legacy systems during transition periods, and ensuring continuity of operations while minimizing disruption. The contract will be awarded via full and open competition using the SeaPort NxG vehicle to responsible sources through SAM.gov, with procurement governed by NAICS code 541330 (Engineering Services) and Federal Supply Classification DC01 (IT and Telecom - Data Center Support Services - Labor). The pre-solicitation notice was posted on April 15, 2026, with a deadline for submitting questions by April 27, 2026; the formal solicitation is expected to be released on SAM.gov around April 2026 in electronic format only. Interested parties should direct inquiries to Tara Baker at tara.y.baker.civ@us.navy.mil.
This procurement carries no set-aside designations and will be awarded as a Cost-Plus Fixed-Fee contract to support operations at DON CIO IT facilities located at the Pentagon and Washington Navy Yard. The contract encompasses a five-year ordering period with a Government option to extend services for an additional six months, with performance projected to commence on July 5, 2026, and continue through January 4, 2032. The $55.7 million size standard associated with NAICS code 541330 provides context for contract valuation expectations, though specific award values or budgeted amounts are not disclosed in the pre-solicitation notice. All offerors must be registered in the SAM database prior to award and maintain active registration through final payment. The pre-solicitation notice does not identify any incumbent contractors or current service providers. Prospective contractors should prepare proposals demonstrating capability in sustained IT operations, legacy system management, and successful transition execution across complex federal IT environments.
