About this opportunity

The Department of the Army seeks domestically sourced Neodymium Iron Boron (NdFeB) rare earth magnets for small Unmanned Aircraft Systems through a five-year Multiple Award IDIQ contract, with proposals due June 19, 2026, at 5 PM EST. This procurement is a women-owned small business set-aside restricted to economically disadvantaged women-owned small businesses (EDWOSB) under NAICS code 332999.

Place of performance is Tobyhanna Army Depot, Tobyhanna, Pennsylvania. The contract covers two motor magnet part numbers (3115, 2807-1, and 2807-2) with specifications detailed in attached engineering drawings. All magnets must be manufactured to N42H grade NdFeB material specifications with nickel plating (10 microns thick) and radial magnetization in arc segment configurations. The procurement mandates full domestic, vertically integrated manufacturing decoupled from foreign influence, investment, materials, and equipment, with all production within the United States. Counterfeits, aftermarket, and grey market items are prohibited.

The contract runs July 1, 2026, through January 31, 2031, with a maximum value of $1,200,000. The Army will guarantee a minimum order of $200 to each award holder via the initial delivery order. Individual delivery orders will range from $218 to $350,000 with firm fixed pricing and FOB Destination terms to Tobyhanna Army Depot, with contractor-borne transportation costs. The contractor must provide a minimum one-year warranty against defects commencing upon final Government acceptance. All qualified offerors receive awards. Evaluation employs best value trade-off methodology weighting technical capability and past performance (three government or commercial contract references required) against price. Offerors must maintain active SAM registration with no exclusions or debt subject to offset. The contract is DO-rated under the Defense Priorities and Allocations System. Contracting Officer Stephanie Coleman is at stephanie.m.coleman17.civ@army.mil, (570-615-5043).
