About this opportunity
The U.S. Transportation Command seeks multiple Indefinite Delivery Indefinite Quantity contracts for domestic charter airlift services under FAA Part 121, with proposals originally due September 5, 2023, and most recently amended October 7, 2026. The government intends to award contracts to all qualifying offerors and may issue new awards after the initial deadline if in its best interest.
Place of performance is Scott Air Force Base, Illinois, with service delivery required throughout the continental United States, Alaska, Hawaii, Puerto Rico, U.S. Virgin Islands, Mexico, and Canada. Contractors must hold current FAA Part 121 certification, Department of Defense/Commercial Air Review Board approval, and a current Civil Reserve Air Fleet contract or CRAF Ineligibility Letter. The NAICS codes are 481211 for Nonscheduled Chartered Passenger Air Transportation and 481212 for Nonscheduled Chartered Freight Air Transportation.
The ordering period runs from October 1, 2023, through September 30, 2028, with a potential six-month extension. The maximum program ceiling is $872,386,996 with a minimum contract value of $1,500.00. The performance work statement requires contractors to provide all personnel, equipment, and materials for on-demand passenger and cargo transportation, including transport of military working dogs and hazardous materials in compliance with applicable regulations. Contractors must maintain at least a 95% on-time arrival rate and report cyber incidents per defined terms.
Evaluation bases selection on Technical Capability, including CRAF requirements and Small Business Utilization Plan, and Business Proposal Compliance. Offerors must submit firm-fixed prices for minimum revenue guarantees, passenger transportation, cargo transportation, and reimbursable expenditures. Recent amendments added FAR clauses addressing DEI discrimination, sustainable products and services, and annual representations and certifications; removed CARB letter and FAA 121 certification submission requirements from proposal; and expanded cover letter requirements to include company street address, city, state, CAGE code, DUNS code, and business size designation.
