About this opportunity

The United States Customs and Border Protection (USCBP) is seeking small business proposals for a helium trailer transportation contract supporting Domain Awareness Persistent Surveillance (DAPS) operations. The contract will provide logistical services for pickup, transportation, and delivery of helium trailers to and from field sites, specifically supporting Air & Marine Operations' surveillance missions along the United States-Mexico border, Florida Straits, and Caribbean region. The primary objective is to facilitate wide-area persistent long-range detection and monitoring capabilities using radar and electro-optical/infrared surveillance technologies. While specific evaluation criteria are not explicitly detailed in the pre-solicitation notice, the contract will likely assess vendors' capabilities in transportation logistics, reliability, and compliance with federal requirements. The anticipated solicitation will be published on SAM.gov on June 20, 2025, with quotes due by June 25, 2025, and an estimated contract award projected for June 30, 2025.

The contract is designated as a total small business set-aside, with eligible businesses defined as those with annual receipts not exceeding $16.5 Million. The procurement will be structured as a firm fixed-price contract with a total performance period of three years, comprising one 12-month base period and two 12-month option periods. The contract falls under NAICS Category 488510 (Freight Transportation Arrangement) and PSC Category 8145 (Specialized Shipping And Storage Containers). While specific budget ranges are not provided, the contract's comprehensive transportation support for critical border surveillance operations suggests a potentially significant investment. The solicitation will be conducted in accordance with FAR Subpart 13.5, indicating a streamlined acquisition process for this critical logistics support service.
