About this opportunity
The Department of Labor's Office of Workers' Compensation Programs (OWCP) has issued a Special Notice for market research related to Medical Provider Network and Medical Bill Processing (MPN-MBP) services. This is not a solicitation for proposals, but rather an opportunity for industry engagement and information gathering. The notice is sponsored by the U.S. Department of Labor, specifically through the Office of the Assistant Secretary for Administration and Management. OWCP is seeking to understand current industry capabilities and practices in medical provider network management and medical bill processing. The agency will conduct this research through a series of one-on-one virtual meetings with interested vendors.
The primary objective of this Special Notice is to conduct comprehensive market research on MPN/MBP requirements across OWCP's various compensation programs. Interested vendors must register for one-on-one sessions between July 26 and August 9, 2024, with sessions scheduled from August 12-16, 2024, between 11:00 am and 4:00 pm EDT. Space is limited to a maximum of 10 registrants on a first-come, first-served basis. Participants are required to prepare responses to a set of standard questions and may deliver a PowerPoint presentation or visual aids during their session. The sessions will be conducted via Microsoft Teams at no cost to participants, and vendors should be prepared to discuss their capabilities related to medical provider networks, bill processing, and service delivery across OWCP's programs including Federal Employees' Compensation Act (FECA), Energy, Black Lung, and Longshore programs.

Amendment 0003
This amendment is to provide the updated response to the questions from industry posted during Industry Day (see attachment A13-RFI-Industry Day-QArev.pdf)
Please note, below are additional questions for the industry. These questions were originally posted via Amendment 0002.
- Will the 15-day bill processing timeframe require offerors to establish up-front capital in order to pay in-network invoices? If so, would the cost of establishing this up-front capital affect your interest in this requirement?
- Do you have any network agreements that are specific to federal clients and/or require all participating providers to accept all of your federal clients?
- The OWCP fee schedule for institutional DRGs is based on 1.25% of CMS pricing. Does this cause any impediment to the proposed spread pricing approach for in-network providers?
- Per section 6.1.1.7 of the SOO, is there any challenges with handling adjustments resulting in overpayments that were originally processed by the previous vendor and what would the solution be?
Please email responses to Kristen Hines at Hines.Kristen.A@dol.gov and Emily Pyatigorsky at Pyatigorsky.emily@dol.gov by 1/21/2025 at 15:00 ET.
