About this opportunity
The Department of Labor, Bureau of Labor Statistics, seeks UPC/SKU-level consumer electronics data via firm fixed-price RFQ, with proposals due September 1 at 3:00 PM EDT (amended from August 27). The procurement is a women-owned small business set-aside under NAICS 518210.
Place of performance is Washington, DC. The contractor must provide market data for televisions, consumer laptop/desktop/tablet computers, and cell phones across all 76 specified Metropolitan Statistical Areas, including detailed product features (screen size, resolution, brand, manufacturer, processor specifications, storage, RAM) and pricing information. Data must cover all reported retailers in each MSA and be commercially available rather than collected exclusively for BLS. Delivery is required minimally on an annual basis, with quarterly or monthly delivery preferred. Data must be provided in standard formats (CSV, Excel, SAS) via secure file transfer protocol.
The period of performance is one 12-month base period plus one 12-month option period, beginning September 30, 2026. Award will be made on best-value basis to the responsible offeror, with technical capability weighted more heavily than price. Technical evaluation addresses seven criteria: commodity coverage, geographic coverage, retailer and product coverage, data variables, delivery frequency, file format and delivery method, and data sourcing restrictions. Quotes must remain valid for 60 days from the closing date. Offerors must acknowledge receipt of Amendment 0001 prior to the extended deadline. The contracting officer is Shayla E. Battle. The PSC code is R702, Support—Management: Data Collection.
