About this opportunity
The Department of Labor's Employment and Training Administration (ETA) Office of Workforce Investment is seeking to procure an Analyst Resource Center (ARC) Employer Database that will comprehensively catalog employer information for all 50 states, DC, Puerto Rico, U.S. Virgin Islands, and Guam. The database will serve as a critical tool for career exploration, job search, employment support services, and labor market research, containing an estimated 10 million employer establishments with detailed information including business names, addresses, contact information, industry identifiers, and employment data. Interested contractors must submit responses by January 20, 2025, at 2:00 PM EST, including their GSA contract number, socio-economic status, business size, and other identifying information. Evaluation criteria will likely focus on demonstrated experience with employer databases, electronic delivery capabilities, and ability to provide three distinct levels of user access. The sources sought notice requires a capabilities statement, 5-page statement of qualifications, sample database records, and evidence of data integrity management.
The pre-solicitation notice indicates no specific set-aside designations for this procurement. The contract will have a 12-month base period from 4/1/2025 to 3/31/2026, with four potential 12-month option periods that could extend the contract through 3/31/2030. While no specific award value is mentioned, the database's comprehensive nature suggests a significant contract scope involving approximately 10 million employer records. The contractor must deliver the database electronically in ASCII-delimited format with updates every 6 months and provide 24-hour technical support. Mandatory requirements include maintaining data accuracy, eliminating duplicate records, and ensuring precise geocoding of establishment locations. The government will require sample data files for establishments in specific states: Connecticut, Florida, Minnesota, Nevada, and Oregon, which will likely be used to evaluate the contractor's capabilities and data quality.
