Added: Feb 26, 2015 9:33 am The purpose of this letter is to provide interested parties status of the ICP Core Final Request for Proposal (RFP) No. DE-SOL-0007097, and a summary of the salient changes to the fee structure as a result of the DOE's consideration of the comments received from interested parties in response to the Draft RFP.  The Final RFP is currently anticipated to be issued within two weeks from the date of this letter.  See attached letter.

 Pre-solicitation Conference, Site Tour & Industry One-on-One Sessions


October 6th - 9th, 2014

DOE will conduct a pre-solicitation conference, site tour and industry one-on-one sessions for the ICP Core procurement.  DOE has scheduled these activities to be held October 6th - 9th, 2014.  


To facilitate the government's planning; please provide the name, organizational affiliation, telephone number, e-mail address and citizenship of each proposed attendee to the following email address:  lori.sehlhorst@emcbc.doe.gov no later than 1:00 P.M. EDT, October 3, 2014.  Only U.S. Citizens are permitted.  A valid form of picture ID must be provided to security personnel in order to obtain entrance to the site. 


Attendance at the pre-solicitation conference and site tour is not mandatory.  The Government will not reimburse any contractor for expenses related to attendance at these activities. 


 Day 1, October 6th: PRE-SOLICITATION CONFERENCE (2pm - 6pm)



The pre-solicitation conference will be held on Monday, October 6th commencing at 2:00 pm at the Shiloh Inn.  DOE will provide an overview of the ICP Core procurement, including discussion of the current requirements and specific areas of the draft RFP.


Either before or after the conference (1:00 - 2:00 pm and for an hour after the conference), any industry personnel planning to participate on the Site Tour must fill out the necessary logistical paperwork for the Site Tour (i.e. Badging and TLD Forms).  Industry personnel are encouraged to fill out the TLD form prior to the pre-solicitation conference and bring the completed form with them on Monday.



Day 2, October 7th: SITE TOUR LOGISTICS (6am - 6pm)


The Site Tour is scheduled for Tuesday, October 7th.  Participants should plan to check-in the lobby of the Shiloh Inn no earlier than 6:00am.  Following check-in, all participants will be transported from the Shiloh Inn to the site for the tour.  The bus transporting participants to the site will leave promptly at 7:00am.  Participants should plan for a full day touring the site.  There is a limit of three representatives per company for the site tour. 


The tour will consist of outdoor travel on foot.  Please ensure you wear; natural fiber clothing, including; long pants and sturdy leather closed toe shoes. Please dress appropriately for the weather conditions.  Safety shoes are not required; however, shoes worn shall be closed-toe, above the ankle, and made of leather or other substantive materials (not cloth).  If special accommodations are required, please notify Lori Sehlhorst when registering for the tour. 



 SECURITY ISSUES


Security requirements dictate that all participants remain with the tour group for the duration of the tour.  There are also several prohibited items that are not allowed at the Idaho Site.  These items are real or simulated firearms and ammunition, stun guns, alcoholic beverages, illegal drugs and paraphernalia, explosives, hand-held weapons, chemical irritants, and items prohibited by state and federal law.  Other items not allowed on the tour are copying devices, electronic recording devices, cameras, radios, cellular telephones, blackberries (an emergency number will be available), and knives with blades more than three inches long.  Contraband brought to the Idaho Site will be confiscated.


Please be aware that all hand carried items (packages, briefcases, handbags, purses, etc.) will be inspected. The DOE will not be responsible for securing any items during the tour.  Please keep hand-carried items to a minimum.


Day 3 and 4, October 8th and 9th: ONE-ON-ONE SESSIONS



The one-on-one sessions will be held at the Shiloh Inn and will be scheduled all day Wednesday October 8th and all day Thursday October 9th. Ms. Sehlhorst will contact you via email with the date and time of your session.  Participants should plan to meet in the lobby of the Shiloh Inn and will be escorted to a reserved conference room for their session.

Within 15 to 45 days from the date that this notice is published, the U.S. Department of Energy (DOE) anticipates the issuance of a Draft Request for Proposal (RFP), DE-SOL-0007097, to safely accomplish as much of the remaining DOE Office of Environmental Management?s (EM) cleanup mission at the Idaho Site as possible within available funding while meeting regulatory and legal requirements. The work will be performed at the Idaho National Laboratory near Idaho Falls, ID. DOE intends to conduct a pre-solicitation conference, site tour and industry one-on-one sessions for this procurement. Interested parties are encouraged to review the Draft RFP prior to the pre-solicitation conference, site tour and industry one-on-one sessions. At this time, DOE has tentatively scheduled these activities to be held the week of October 6th, 2014. Interested parties should continue to monitor the ICP Core Procurement website for specific details at: https://www.emcbc.doe.gov/SEB/ICPCORE/.

The ICP-Core post FY15 EM mission work encompasses ongoing Advanced Waste Treatment Project (AMWTP) and ICP work scopes that must continue into the future: stabilizing and dispositioning spent nuclear fuel and high-level waste; dispositioning transuranic waste; retrieving target buried waste; closing the Idaho Nuclear Technology and Engineering Center (INTEC) tank farm; maintaining Comprehensive Environmental Response Compensation and Liability Act (CERCLA) remedial actions; and operating and maintaining the INTEC and the Radioactive Waste Management Complex (RWMC) facility infrastructure.

DOE requires a Contractor to perform the following services under this acquisition including (but not limited to): - Facility Infrastructure: This only includes INTEC and RWMC facility infrastructure. DOE?s Office of Nuclear Energy (NE) is the Program Secretarial Office (PSO) at Idaho and manages site-wide infrastructure. - Environmental Activities: This includes environmental compliance Federal Facilities Compliance Act (FFCA) Site Treatment Plan (STP), Resource Conservation and Recovery Act (RCRA), CERCLA, and Idaho Site Agreement (ISA) activities principally at INTEC and RWMC; the Test Area North (TAN) groundwater remediation; new CERCLA site remediation; site wide Stewardship; Idaho CERCLA Disposal Facility (ICDF) transition operations; and the INTEC Tank Farm closure. - Waste Management: This includes Contact Handled (CH)-TRU waste management; Remote Handled (RH)-TRU waste management; Mixed Low Level Waste/Low Level Waste (M/LLW) activities/disposition; exhumed buried waste characterization and shipment; treatment and disposal of excess radioactive and hazardous materials (including sodium contaminated waste); and disposition of newly generated waste as needed. - Spent Nuclear Fuel (SNF): This includes SNF transfers [Experimental Breeder Reactor (EBR II) and Advanced Test Reactor (ATR) fuels], Facility Surveillance and Maintenance, and SNF Receipt and Storage.

Note that the Draft RFP also includes options to acquire additional scope elements as separately priced line items under this Contract. When deciding whether to exercise the option(s), DOE may consider the quality of the Contractor?s performance under this Contract, if sufficient funding is available, and whether the exercise of the option is the most advantageous method of fulfilling the Government?s need, price and other factors considered.

DOE will not respond to or post on the procurement website any oral or written questions or comments pertaining to the Draft RFP; however, DOE will respond to and post questions and answers on the Final RFP after its release.

DOE personnel may contact responding firms to clarify comments, proposed changes, questions, and other matters as necessary. This Draft RFP is NOT a formal request for proposals. Proposals are NOT being requested in response to the Draft RFP and will NOT be evaluated.

In developing the Final RFP, DOE will consider all comments, proposed changes, and questions received. DOE tentatively anticipates issuance of the Final RFP, for which proposals will be requested, late in the first quarter of Government fiscal year 2015. No additional synopsis will be released prior to issuing the Final RFP. The contract award resulting from the Final RFP is expected to be in or about the 1st quarter of Government fiscal year 2016.

The Government anticipates awarding a Cost-Plus-Incentive-Fee (CPIF) contract that includes a hybrid fee structure for both CPIF and milestone fee. The expected base period of performance is five years. This procurement will be 100% full and open competition. The North American Industrial Classification System (NAICS) code for this effort is 562910 with a size standard of 500 employees. The Government does not intend to acquire a commercial item or service using FAR Part 12.
