About this opportunity
The Defense Information Systems Agency has awarded a sole-source bridge contract to Minburn Technology Group, LLC for Microsoft Azure cloud usage subscriptions supporting the Department of Defense Network (DoDNet) Program Management Office, under GSA MAS contract GS-35F-309AA.
The justification cites FAR 8.4 and GSA Ordering Procedures 538.7104-3(b)(1)(i), invoking unusual urgency. The previous Azure subscription contract expired July 16, 2025, but the contractor continued providing services without a formal agreement. A planned transition to the Joint Warfighting Cloud Capability (JWCC) IDIQ contract was delayed due to staffing changes, reorganization, and appropriations lapses, making a competitive solicitation infeasible within available timeframes. Amendment 01 to the justification supports a usage-based true-up to reconcile actual consumption against estimated usage; actual usage exceeded anticipated levels due to unforeseen Security Technical Implementation Guide compliance mandates requiring additional audit log collection.
The requirement encompasses unclassified and classified cloud services including infrastructure, platform, and software-as-a-service capabilities, database services, security tools, monitoring, and developer tools. Period of performance is 90 days: December 12, 2025 through March 11, 2026. The order is classified as NAICS 513210 (Software Publishers) and is set aside as a small business contract. Funding is through Fiscal Year 2026 Defense Working Capital Funds. Task/Delivery Order Number is HC104726F0010.
Notice text
In accordance with public posting requirements, the Government is posting this award notice synopsis and redacted Justification and Approval (J&A) amendment 01 (AMD 01) to the Government Point of Entry SAM.Gov.
This requirement is to purchase Microsoft Azure cloud usage subscriptions for Defense Information Systems Agency (DISA) J6 - Endpoint and Global Services - Endpoint and Customer Service Directorate (FE), Department of Defense Network (DoDNet), Program Management Office (FE11). This is a bridge action, and the period of performance is 90 days from date of award (December 12, 2025 through March 11, 2026).
This was a firm-fixed-price, sole source award to MINBURN TECHNOLOGY GROUP, LLC. This J&A AMD 01 supports a "usage based true up," which is the process of reconciling estimated or contracted consumption negotiated at award against the actual, higher-than-anticipated usage at the end of a specific period.
In accordance with FAR 8.4 and GSA Ordering Procedures 538.7104-3(b)(1)(i), the need is of such an unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need. See redacted J&A AMD 01 attached.
Awarded contract 47QTCA24D00AW to unknown vendor for unknown amount on 2026-08-24.
