About this opportunity
The Defense Information Systems Agency has awarded a sole-source bridge task order under GSA Schedule GS00Q17NSD3006 to Lumen Technologies Government Solutions, Inc. for continuation of the DoD365 Integrated Phone System (DIPS) service, with a period of performance from August 10, 2026 to August 9, 2027 (one 12-month base period).
DIPS is a Microsoft Teams functionality that enables soft phone capabilities for DoD end users. A recent feature upgrade altered Session Initiation Protocol call patterns between DoD Microsoft O365 hosted tenants and DISA-managed Voice Cloud Access Point gateways, requiring enhanced Session Border Controller infrastructure to manage these SIP-based call flows. The sole-source justification rests on preventing service disruption for over 1.85 million users across multiple DoD Impact Level 5 M365 tenants while the Government completes evaluation of refined requirements based on technical evolution and continued system rollout. Lumen is identified as the only contractor with the necessary enterprise infrastructure to support uninterrupted service delivery. The contract is structured as fixed-price with economic price adjustment, funded with fiscal year 2026 Defense Working Capital Funding. Cost and price reasonableness will be determined by comparing proposed prices against current contract pricing, an Independent Government Cost Estimate, and similar pre-priced services available through the Enterprise Infrastructure Solutions schedule. The current task order (HC1013-22-F-0112) expires August 9, 2026; the SPE approved only the base period of the bridge.
Notice text
The Senior Procurement Executive (SPE) approved only the base period of the bridge; therefore, the period of performance will be from August 10, 2026 to August 9, 2027, consisting of one, 12-month base period.
DIPS is a functionality within Department of Defense (DoD) Microsoft Teams, which enables Teams soft clients to operate as a soft phone for end users. This feature upgrade to the current use of Teams significantly altered Session Initiation Protocol (SIP) call patterns between the DoD Microsoft O365 hosted tenants and the DISA managed Voice Cloud Access Point gateways, which requires an enhanced Session Border Controller (SBC) solution to meet these SIP based call flows.
Awarded contract GS00Q17NSD3006 to unknown vendor for unknown amount on 2026-07-29.
