About this opportunity
The U.S. Department of Justice, Office of the Pardon Attorney has published a Special Notice announcing its intent to award a sole source purchase order to DocketScope, Inc. for their DocketScope Software subscription service. This notice serves as formal notification that the agency intends to procure the software without competitive bidding under the authority of 41 U.S.C. 253(1) and FAR 6.302-1, which allows for sole source awards when only one responsible source can satisfy agency requirements. The procurement falls under NAICS code 541511 and will incorporate standard FAR Part 12 commercial item provisions and clauses. The point of contact for this acquisition is dante.lewis@usdoj.gov, and the notice specifically clarifies that this is not a request for competitive quotations or proposals.
The primary objective of this sole source award is to acquire software that will significantly improve productivity for the Office of the Pardon Attorney by automating manual and time-consuming tasks related to data management and analysis. The DocketScope platform will prepare, stage, capture, organize, and pre-analyze data for patterns, trends, content, and duplicate information while managing workflow to ensure comprehensive evaluation of all comments and issues. The justification for the sole source determination is that the DocketScope platform closely conforms to the specific needs of the Pardon Attorney's rulemaking policy tools and development requirements. While this is not a competitive solicitation, any interested sources capable of providing similar supplies may submit capabilities statements electronically to the designated point of contact by the June 20, 2025 deadline. The agency has determined that no other supplies or services will satisfy their specific operational requirements.
