About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center (AFLCMC) is seeking to procure the Defender Mobile Situational Awareness Toolkit (DMSAT) for deployment across approximately 90 CONUS and OCONUS Air Force Bases. The acquisition will involve commercial mobile device procurement, integration with government-furnished Tactical Assault Kit (TAK) software, and comprehensive deployment services to enhance situational awareness and communication capabilities for security forces squadrons and first responder units. The contract will be an indefinite-delivery/indefinite-quantity (IDIQ) with a five-year ordering period, focusing on providing advanced mobile communication and command and control technologies. A pre-solicitation conference is scheduled for 26 March 2025 at 11:00AM EST, with vendors required to RSVP by 19 March 2025 at 5:00PM EST through a specified online form. Interested parties must submit responses through the military forms portal and can contact 1st Lt Adam A. Factor or Andrew C. St. Maurice for additional information.

The opportunity is designated as a Total Small Business set-aside, targeting small business contractors capable of meeting complex technical and deployment requirements. The equipment list includes Samsung tactical and standard smartphones (S22-S24), Samsung tablets, and ruggedized devices from manufacturers like GETAC, with an emphasis on comprehensive system integration and support. While specific award values are not explicitly stated, the contract will involve procuring devices, cellular services, and deployment support for approximately 30 bases per fiscal year. The government will leverage existing Spiral 4 contracts for CONUS cellphone and service plans, with contractors expected to propose solutions for OCONUS base deployments. The program requires robust capabilities including equipment procurement, systems engineering, cybersecurity compliance, training, help desk support, and logistics management across multiple military installations.
