About this opportunity
The Department of the Navy Naval Air Systems Command (NAVAIR) has issued a Special Notice announcing its intent to award a purchase order to DMG Mori USA, Inc. for three portable turning and milling pallets for the LM2500 Program. The procurement will be conducted on a sole source basis in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), which allows for single source procurement when only one source is reasonably available. The procurement specifically involves DMG 125FD Turning and Milling Pallets, with DMG Mori identified as the original equipment manufacturer (OEM) holding patent, copyright, and proprietary data on the pallet design and firmware. The Special Notice was posted on May 30, 2025, with a response deadline of June 6, 2025. The acquisition will support Fleet Readiness Center Southwest (FRCSW) located at NAS North Island in San Diego, California.
The purpose of the Special Notice is to provide transparency regarding the government's intent to sole-source the contract to DMG Mori USA, Inc. while allowing other potential contractors an opportunity to submit capability statements. Contractors interested in being considered have five calendar days from the notice's publication to submit a capability statement, which will be evaluated solely to determine whether a competitive procurement might be appropriate. The government retains full discretion in deciding whether to proceed with the sole-source award after reviewing any submitted statements. Eligible contractors can submit capability statements demonstrating their potential to meet the government's requirements, though the notice explicitly states this is not a request for competitive quotes. The procurement involves three pallets with a performance period of 30 weeks from the contract award date, and the total acquisition will be structured as a fixed-price contract. Contractors should note that while submissions will be accepted, the government's decision-making process is at its own discretion.

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to DMG Mori USA, Inc., 2400 Huntington BLVD, Hoffman Estates, Illinois 60192 (Cage Code: 5FPN) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.
The Fleet Readiness Center Southwest (FRCSW) has a requirement for the procurement of three (3) portable turning and milling pallets for the LM2500 Program. DMG Mori USA, Inc. is the OEM and the only company that can provide the DMC 125FD Turning and Milling pallets. For this reason, the government intends to procure these products on a sole source basis from DMG Mori USA, Inc.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
