About this opportunity

The Department of the Air Force Air Combat Command seeks Session Initiation Protocol (SIP) trunking and local telecommunication services for Davis-Monthan Air Force Base (DMAFB), Arizona, with proposals due May 21, 2026. This procurement is set-aside exclusively for Woman-Owned Small Business (WOSB) concerns and carries a firm fixed-price structure across a base year (June 1, 2026–May 31, 2027) plus four one-year option periods.

Place of performance is Tucson, Arizona. The NAICS code is 517111, Wired Telecommunications Carriers. The contractor must provide 24/7/365 SIP trunking support with 99.9% availability, delivering 11,200 Direct-Inward-Dialing numbers across three ranges (10,000 under 520-228-0000–9999; 1,000 under 520-202-8000–8999; 200 under 520-334-6799–6999). Services must include local access at designated circuit demarcation points, operator assistance functions, E911 routing to DMAFB Fire Department, and all labor, materials, equipment, and infrastructure to ensure compatibility with the Government's Cisco 9200 CX switch and two Cisco 8300 routers without additional Government expense. The contractor must port all 11,000 DIDs simultaneously in a single-day cutover and maintain monthly billing records and Customer Service Records upon request.

Contractor personnel require security background checks and Real ID credentials for base access. Extensive security compliance obligations apply, including security and antiterrorism awareness training, OPSEC protocols, and restrictions on discussing Government operations. The contractor must designate a primary contract manager and alternate available within 60 minutes during business hours. Response and restoration times are tiered: catastrophic outages require response within one hour with four-hourly status updates; emergency outages require one-hour response and eight-hour restoration; serious outages require one-hour response and 24-hour restoration; routine outages require one-hour response and two-calendar-day restoration. The contractor must provide 30 days' advance notice for scheduled outages and submit an Initial Cutover Plan with the technical quote and a Final Cutover Plan within ten working days after contract award.

The current incumbent is Lumen. The Government anticipates approximately 43,000 calls per month with 4.3 million total minutes of use and peak simultaneous call capacity of 200 calls. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology. Technical acceptability requires demonstration of up to three examples of similar contracts and clear compliance with PWS Sections 2.1–2.1.4.4. Offerors must submit a technical volume (maximum 10 pages) and pricing volume (maximum 5 pages). Questions were due April 20; quotes were originally due May 1, then extended to May 14, then to May 21. The Wage Determination WD 2015-5473 Rev 27 applies, establishing prevailing wage rates for Pima County, Arizona, under the Service Contract Act. Primary point of contact: 2Lt Cody Ward (cody.ward.9@us.af.mil, 520-228-1846); alternate: Mr. Jerry Sauder (jerry.sauder.1@us.af.mil, 520-228-4644).
