The subject acquisition is for three NSNs: 6140-01-390-1968, 6140-01-390-1969 and 6140-01-446-9506 all Storage Batteries. The FSC for these items are 6140. An indefinite quantity contract with three base years and two option years is anticipated. The total duration, base plus option years shall not exceed 5 years. Items will be FOB Destination and will be for Customer Direct deliveries to DoDAACs who choose to participate in the program. Increments and delivery will be notated on the RFP.
Unrestricted.
All items are 1 G drawings. Inspection and Acceptance will be at Origin for the first delivery order for each NSN, and then Inspection and Acceptance at Destination for following orders after either passing the Contractor FAT or being waived for the Contractor FAT, at direction of the Contracting Officer. Solicitation will be made available on the Internet at https://www.dibbs.bsm.dla.mil after the solicitation date of April 22, 2015.
Based on market research the Government will be using the policies of FAR Part 12 Acquisition of Commercial Items in the solicitation for the described supplies.
The drawing items (all three NSNs) will have the drawings, manuals or test data available in the cFolders. Offerors will be able to access and download the required information.
While price may be a significant factor in the evaluation of offers, the final decision will be based on a combination of price, delivery, past performance and any other factors listed in the solicitation. All offers shall be in the English language and in US Dollars. All interested suppliers may submit an offer.

The Contracting Officer MAY utilize online Reverse Auctioning as a means of conducting price discussions under the solicitation. During the course of the online auction offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the online auction. This public disclosure is anonymous, meaning that each offerors' identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and the final proposal revisions are again requested in accordance with FAR 15.307.
