About this opportunity
The U.S. Army Corps of Engineers Louisville District is conducting market research to identify potential contractors for dive support services at Olmsted Lock and Dam, Olmsted, Illinois, with responses due by June 30, 2026. The requirement may be set-aside for small business or procured through full and open competition based on market research feedback.
Work involves inspecting and removing debris (silt, rubble, trees, obstructions) from the upstream side of a 1,400-foot Wicket Trench prior to dam raising operations. The Government will furnish the dive barge, load handling equipment, motor vessel, and on-site facilities. Contractors must provide project management, a fully compliant five-person dive team (all certified and inspected), all dive equipment, equipment storage, access means, and rigging. Operations occur in river velocities up to 5 feet per second with limited visibility and must comply with USACE Safety and Health Requirements Manual EM 385-1-1.
The anticipated contract is an IDIQ with a five-year period of performance (one-year base plus four one-year option periods). Base work encompasses up to three inspection and cleaning cycles annually, each lasting 2–3 days plus mobilization, with pricing for up to five optional dives annually. The Government estimates base project magnitude between $250,000 and $500,000. NAICS code 237990 applies, with a $45 million size standard.
Interested firms must demonstrate experience in underwater debris removal and inspection in current environments and USACE safety compliance. Contractors must provide project examples showing rapid mobilization capability (7–10 calendar days) completed within five years, including notification and arrival dates, completion percentages, scope descriptions, and self-performance percentages. Responses must be submitted via Microsoft Form at https://forms.osi.apps.mil/r/qjicEMCAPv. All contractors must be registered in SAM.gov prior to contract award. Contact Kelly Duggins at Kelly.S.Duggins@usace.army.mil.
