About this opportunity

The Department of the Army Corps of Engineers Engineering District Omaha is seeking qualified contractors for the District Warehouse Exterior Renovation project located in Omaha, Nebraska. The procurement encompasses renovation and reconstruction of portions of an existing facility, including demolition of existing features such as stoops, siding, pavement, and doors; civil site work including grading, asphalt paving, erosion control, and utility installation; concrete placement and Concrete Masonry Unit repair; door and window installations; and electrical and mechanical system installation. All work must be performed in compliance with specification section 01 11 00 Summary of Work, with contractors responsible for all direct and indirect costs including profit, risk, and contingency. While this is a pre-solicitation notice rather than a formal solicitation, the government intends to issue the formal solicitation on or about March 20, 2026, with an anticipated closure date of April 10-20, 2026. A mandatory site visit will be scheduled with additional details provided via FAR Clause 52.236-27 and posted on SAM.gov. Contractors must commence work immediately upon contract award and complete all work within 180 calendar days of receiving the Notice to Proceed, with all utilized areas on Department of Defense property returned to original or improved condition as determined by the Contracting Officer.

This procurement is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. The estimated construction cost for the project ranges between $1,000,000 and $5,000,000. The primary NAICS code for this solicitation is 237990 (Other Heavy and Civil Engineering Construction), with the product service code classified as Z2GZ (Repair or Alteration of Other Warehouse Buildings). No incumbent contractors or current contract holders are identified in this pre-solicitation notice. Interested small businesses should monitor SAM.gov for the formal solicitation release and ensure they meet all applicable qualifications and requirements prior to proposal submission. The extended timeline from the pre-solicitation posting on January 6, 2026, to the anticipated solicitation closure in April 2026, provides adequate opportunity for qualified contractors to prepare comprehensive proposals and conduct necessary site assessments.
