About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting annual maintenance and support services for the Distributed Antenna System (DAS) at the United States Naval Academy. The scope of work includes comprehensive system cleaning and performance tuning, remote diagnostic support, on-site service calls during business hours (0700-1500, Monday-Friday, excluding federal holidays), and annual system data walks to verify optimal operational functionality. The contractor must also supply three specific items: one Corning MRU PAM 17E 2100 Extended MRU Amplifier, one Corning MRU PAM 19 1900 MRU Amplifier, and 45 APC Batteries, with delivery required within 30 days of award. The contract will be awarded based on price only, with evaluation considering price reasonableness in accordance with DFARS 212.204(a). The solicitation was posted on March 24, 2026, with proposals due by March 27, 2026, at 09:00 AM, and interested parties must submit electronic responses to Contract Specialist Ashley Steele at ashley.n.steele8.civ@us.navy.mil.
This is a Women-Owned Small Business (WOSB) set-aside solicitation being awarded on a sole-source basis to Allegheny Industries, Inc., located in Mt. Airy, Maryland, which is the only noted vendor permitted to submit a quote for consideration. The sole-source justification is based on patent, copyright, or proprietary data limitations, with the government asserting that Allegheny Industries is the only local Corning-certified source capable of maintaining USNA's specialized DAS without unacceptable delays or infrastructure risk. Allegheny installed 100 percent of the DAS across campus and has provided maintenance support for twelve years, providing unparalleled familiarity with the specific technical requirements of installed equipment. The performance period spans April 1, 2026, through March 31, 2027, with performance taking place at the United States Naval Academy in Annapolis, Maryland (DoDAAC N00161). The contract uses a Firm Fixed Price arrangement, and the Service Contract Labor Standards apply, with wage determinations for Telecommunications Mechanic II positions at a 39.4 percent fringe benefit rate.
