About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a specialized distillation unit (NSN 7H-4620-013503327-M1) with a quantity of 5 units to be delivered to DLA Distribution in New Cumberland, PA. This procurement is unique in that it requires engineering source approval by the design control activity to maintain part quality, with specific emphasis on preserving existing manufacturing and repair knowledge. The solicitation indicates that only approved sources with unique design capabilities and engineering skills will be considered, and any alternate source must qualify through strict government engineering activity procedures. The pre-solicitation notice allows interested parties to submit proposals, capability statements, or quotations within 45 days of publication (or 30 days if awarded under an existing Basic Ordering Agreement). Evaluation will focus on whether the offeror, product, service, and manufacturer meet specific qualification requirements in accordance with FAR clause 52.209-1.

The opportunity is designated as a Total Small Business set-aside, with the contract anticipated to be negotiated under FAR 6.302-1 authority, which allows for single-source procurement. While no specific award value is disclosed, the procurement involves technical water distillation equipment with marine and industrial applications (PSC Category 4620-P). The government will conduct market research and consider commercial item alternatives, though current indications suggest a preference for specialized sourcing. Interested parties can obtain additional documentation through the DoD Single Stock Point at Document Automation and Production Service, with most documents available in Adobe PDF format via ASSIST-Online. The current solicitation has a due date of February 7, 2025, providing substantial time for potential contractors to prepare and submit their qualifications.
