About this opportunity

The Centers for Disease Control and Prevention (CDC), National Center for HIV, Viral Hepatitis, STD, and TB Prevention intends to award a sole-source purchase order for dissemination and maintenance of a Medicaid quality measure, with capability statements due by October 23, 2026.

The CDC has identified the University of Pittsburgh (Commonwealth System of Higher Education), operating as the Medicaid Outcomes Distributed Research Network (MODRN), located at 4200 Fifth Avenue, Pittsburgh, Pennsylvania, as the sole source. MODRN possesses unique measure-specific knowledge regarding the Evaluation of Hepatitis B and C (EHBC) measure's specifications, testing, methodology, implementation considerations, and maintenance history. The CDC determined no other organization can execute all EHBC dissemination and measure maintenance tasks. The acquisition is authorized under FAR Part 12.102(a).

Performance spans a 12-month base period with one option period for quality measure maintenance only. No competitive solicitation will be posted on sam.gov; only MODRN will receive a formal solicitation.

Responsible sources believing they can meet these requirements may submit written capability statements to the Contracting Officer by October 23, 2026. Verbal requests will not be accepted. The Government reserves sole discretion to determine whether to compete this action based on responses received.
