About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 75 units of a display unit (NSN 7H-7025-015631854-VN) for repair and modification, with delivery specified as FOB Origin. The proposed contract action will be negotiated with a single source under FAR 6.302-1, though all responsible sources may express interest in responding to the requirement. Potential vendors can obtain relevant specifications and standards through the DoD Single Stock Point (DODSSP) in Philadelphia, PA, either via online ASSIST-Quick Search or by contacting their help desk. The government will consider proposals received within 45 days of the synopsis publication (or 30 days if awarded under an existing Basic Ordering Agreement), with the determination to compete being solely at the government's discretion. Interested parties must submit their capability statements or proposals demonstrating their ability to meet the contract requirements.

This pre-solicitation notice indicates no specific set-aside designations for the contract, and the procurement is not being conducted under FAR Part 12 for commercial items. The contract may be subject to Free Trade Agreements, potentially involving World Trade Organization Government Procurement Agreement provisions. While specific award value is not disclosed, the procurement involves a relatively small quantity of 75 display units with a targeted completion timeline between the posted date of April 18, 2025, and the response due date of May 23, 2025. Unique to this procurement is that the government does not own the technical data rights for the part and has determined it would be uneconomical to purchase these rights or attempt to reverse engineer the component. Vendors interested in participating must carefully review the technical specifications and be prepared to meet the precise repair and modification requirements for the specialized display unit.
