About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), through its Acquisition & Grants Office Eastern Acquisition Division in Norfolk under the National Ocean Service's Office of Response and Restoration, intends to award a purchase order on a sole source basis to the American Institute of Chemical Engineers (AICHE) for Design Institute for Physical Properties (DIPPR) data usage rights. The procurement supports NOAA's Computer-Aided Management of Emergency Operations (CAMEO) software suite, specifically its air dispersion model ALOHA (Areal Locations of Hazardous Atmospheres), which is used by emergency planners and first responders to assess potential human health impacts from airborne hazardous chemicals during chemical accidents. AICHE is the sole authorized vendor capable of providing the copyrighted DIPPR data licenses, as the company maintains no authorized partners or resellers. The DIPPR 801 database contains quality-assured chemical and physical property data for over 1,000 chemicals and serves as essential input for ALOHA's hazard modeling capabilities. The pre-solicitation notice was posted on April 27, 2026, with a due date of May 12, 2026, providing a 15-day window for submission.
This procurement utilizes no set-aside designation and targets AICHE as the incumbent and sole source provider based on NOAA's unique requirement for copyrighted DIPPR data licenses. The contract period of performance spans from May 16, 2026, through May 15, 2027, with two optional 12-month extension periods available, potentially extending the relationship through May 2029. The applicable NAICS code is 513210 (Software Publishers), and the PSC category is R499 (Support-Professional: Other). While specific budget or award value information is not disclosed in this pre-solicitation notice, the renewal nature of the contract and the critical role of DIPPR data in supporting emergency response operations indicate substantial ongoing value to NOAA's mission. No information regarding evaluation criteria beyond the sole source justification or detailed numerical performance metrics has been provided at this pre-solicitation stage.
Notice text
***THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION’S (NOAA) ACQUISITION & GRANTS OFFICE, EASTERN ACQUISITION DIVISION-NORFOLK, NATIONAL OCEAN SERVICE (NOS), OFFICE OF RESPONSE AND RESTORATION (OR&R), INTENDS TO NEGOTIATE AND AWARD A PURCHASE ORDER, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF RFO FAR 6.103-1, WITH AMERICAN INSTITUTE OF CHEMICAL ENGINEERS (AICHE) FOR DESIGN INSTITUTE FOR PHYSICAL PROPERTIES (DIPPR) DATA USAGE RIGHTS. NO SET ASIDE IS TO BE USED FOR THIS SOLE SOURCE REQUIREMENT. THE ASSOCIATED NAICS CODE IS 513210.
***THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT THAT AICHE IS THE ONLY AUTHORIZED VENDOR WHO CAN PROVIDE THE COPYRIGHTED DIPPR DATA LICENSES. AICHE HAS NO AUTHORIZED PARTNERS OR RESELLERS.
PERIOD OF PERFORMANCE: MAY 16, 2026 THROUGH MAY 15, 2027 WITH TWO OPTION PERIODS OF 12 MONTHS.
THE COMPUTER-AIDED MANAGEMENT OF EMERGENCY OPERATIONS (CAMEO) SOFTWARE SUITE WAS DESIGNED BY NOAA’S EMERGENCY RESPONSE DIVISION IN CONJUNCTION WITH THE ENVIRONMENTAL PROTECTION AGENCY TO HELP EMERGENCY PLANNERS AND FIRST RESPONDERS PLAN FOR, AND SAFELY HANDLE, CHEMICAL ACCIDENTS. THE AIR DISPERSION MODEL IN THE CAMEO SUITE IS CALLED ALOHA (AREAL LOCATIONS OF HAZARDOUS ATMOSPHERES), AND IT PROVIDES INFORMATION THAT IS USED IN DETERMINING POTENTIAL HUMAN HEALTH IMPACTS FROM AIRBORNE HAZARDOUS CHEMICALS. ORIGINALLY DEVELOPED AS A TOXIC AIR PLUME MODEL, ALOHA WAS EXPANDED TO INCLUDE ADDITIONAL FIRES AND EXPLOSIONS MODELING. THE EFFECTIVENESS OF THE ALOHA HAZARD MODELS IS DIRECTLY RELATED TO WEALTH OF THE INFORMATION PROVIDED IN THE DIPPR DATABASE BOTH TO HELP IDENTIFY THE UNKNOWN CHEMICAL ASSOCIATED WITH AN INCIDENT—AS WELL AS TO MAKE PROPER RESPONSE RECOMMENDATIONS. THE DIPPR 801 DATABASE IS A UNIQUE DATABASE CONTAINING QUALITY-ASSURED CHEMICAL AND PHYSICAL PROPERTY DATA FOR OVER A THOUSAND CHEMICALS, WHICH HAS SIGNIFICANT OVERLAP WITH THE CHEMICALS MODELED IN ALOHA. THE PROPERTY DATA COMPILED IN THE DIPPR 801 DATABASE IS ESSENTIAL INPUT FOR ALOHA, AND THE DIPPR DATA HAS BEEN USED IN ALOHA FOR OVER 20 YEARS (SO IT IS INHERENTLY IS COMPATIBLE WITH ALOHA).
AICHE DEVELOPS AND IS THE ONLY AUTHORIZED SOURCE OF THE COPYRIGHTED DIPPR CHEMICAL AND PHYSICAL PROPERTY DATA USED BY THE ALOHA PROGRAM TO ESTIMATE DISPERSION OF HAZARDOUS CHEMICALS IN THE ATMOSPHERE.
***THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION OR A REQUEST FOR ADDITIONAL INFORMATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS PRE-SOLICITATION NOTICE. SUCH REQUESTS AND DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
