About this opportunity

The Naval Sea Systems Command, Department of the Navy, is procuring Diminishing Manufacturing Sources & Material Shortages (DMSMS) Services for the EA-18G Airborne Electronic Attack (AEA) Suite and P-8A ALQ-240 common assemblies, sub-assemblies, and piece parts. This five-year task order will be issued under the Indefinite-Delivery Indefinite-Quantity contract N0016425RWS73 on a Cost-Plus-Fixed-Fee Level-of-Effort basis. The Government intends to negotiate with a single source based on the lack of sufficient technical data, duplicative costs that would not be recovered through competition, and unacceptable delays in fulfilling requirements through alternative sources. While the Government will consider capability statements, proposals, or quotations from all responsible sources, the determination to proceed with sole source procurement remains at the Government's sole discretion. The pre-solicitation notice was posted on January 26, 2026, with a deadline of February 26, 2026, for interested parties to submit responses; solicitations will not be posted to SAM.gov but will be available directly from the Government point of contact.

This procurement carries no small business set-aside designation, as clarified in Amendment 0001. Northrop Grumman Systems Corporation of Linthicum Heights, Maryland is the identified incumbent contractor proposed for sole source negotiation. The anticipated period of performance consists of one base year plus four optional one-year periods, providing a potential five-year contract duration. No specific award value or budget range is disclosed in this pre-solicitation notice. Companies interested in subcontracting opportunities are directed to contact Northrop Grumman Systems Corporation directly, as the company will serve as the prime contractor if the sole source procurement proceeds as planned.
