Notice text

This is a notice of a proposed contract modification action published to notify potential sources that the USDA Animal Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ) intends to modify a contract to increase the dollar value and scope of the contract.
After competitve acquisistion in June of 2017, issued under solicitation AG-6395-S-17-0125, a FFP contract was awarded to Schott Ag Air LLC, Contract AG-6395-C-17-0150. The contract was issued for 118 gallons of Dimlin 21 to be dispersed treating roughly 15,000 acres and had a FFP of $68,874.24.
The program did not anticipate the immediate need of an additional 28.5 gallons of Dimlin 21 needed to treat an additional 3,750 acres in the same county of OR. With the grasshoppers, there is a very small window in which Dimlin 21 can effectivly treat an area.  For this reason, it has become urgent that the additional area be added to the existing contract through a modification.
The additional area is estimated to cost $30,445.76 to treat.  The limited window of effectivness does not allow time for a new solicitation process to take place.  Furthermore, with the last solicitation only taking place 2 weeks prior to this notice, the government does not anticipate a new solicitation would yeild a different result.
This notice for a contract modification is being posted in accordance with FAR 5.201(b)(1)(ii).  Any inquires to this notice must be submitted via email to the contracting officer, Jeremy Pouliot, at jeremy.pouliot@aphis.usda.gov.  All responses are due by Thursday, June 29, 2017 at 1:00pm CT.
