About this opportunity
The Bureau of Land Management seeks procurement and delivery of cattle guard equipment to its Dillon Field Office in Montana, with quotations due June 26, 2026 at 12:00 p.m. Mountain Time. This is a 100% small business set-aside; the small business size standard is 500 employees.
Place of performance is the BLM Admin Site at 1005 Selway Drive, Dillon, Montana 59725, with required delivery 45 days after receipt of order. The requirement includes two 14-foot cattle guard grids, three 14-foot bases, two 12-foot grids, two 12-foot bases, four wing sets, and delivery services. NAICS code is 332312 (Fabricated Structural Metal Manufacturing); PSC is 9520 (Structural Shapes).
All steel components—grids, bases, and wings—must be ASTM A-36 with all-welded construction per AWS D1.1, designed to AASHTO HS-20 load specifications. Grids require solid continuous rails containing no butt welds. Precast concrete bases must have 3,000 psi 28-day compressive strength, with minimum one lift eye welded to rebar and two 5/8-inch threaded anchor bolts extending 4 inches from each end. All steel must be cleaned per SSPC SP-6 and painted with lead-free, zinc-rich alkyl metal primer (1-1/2 mils minimum) followed by oil alkyl-enamel gloss finish (3 mils minimum in two applications) in federal safety yellow or color 13655. Bases must measure 3 inches longer than nominal size. Contractors must submit two copies each of manufacturer's descriptive and design data plus written certification of conformance to all drawing and specification requirements.
Submission is by email only to emmaline_padeken@ios.doi.gov. All offerors must be actively registered in SAM with current representations and certifications. Quotations must remain valid for 60 days minimum. Award will be made on lowest price technically acceptable basis, with only the lowest-priced offer initially evaluated for technical acceptability. Electronic invoicing through the U.S. Department of Treasury's Invoice Processing Platform is required.
