About this opportunity
The Federal Bureau of Prisons is conducting market research via RFI-TPS-26-001 to identify solutions for a digital visitor management system, with vendor responses due by October 2, 2026 at 11:59 PM EST. This is a market research activity only and does not constitute a formal solicitation or guarantee future contract award; the Government will not reimburse respondent costs. The Bureau anticipates issuing a formal solicitation in fiscal year 2027, subject to funding availability and acquisition planning outcomes.
The requirement spans 122+ federal correctional facilities nationwide, initially deploying at FBOP headquarters with future expansion to all 119 facilities. The system must operate 24/7 in a correctional security environment and support hundreds of thousands of annual visitor transactions at multiple security levels. Core capabilities include digital check-in with identity verification and photo capture, real-time Wi-Fi-based location tracking leveraging existing Cisco infrastructure, color e-paper badge technology with remote update and tamper-detection capabilities, automated vendor management with pre-arrival check-in portals, and real-time visitor location dashboards with geofencing and automated alerts. Integration with existing access control and video surveillance systems, NCIC and state database connectivity, and multi-language support are required.
Compliance mandates include FISMA, FedRAMP for cloud solutions, NIST SP 800-53, CJIS Security Policy, Privacy Act of 1974, Section 508 accessibility, and HSPD-12 compatibility. Hardware must be durable, sanitization-compatible, and tamper-resistant with multi-year operational lifespan.
The anticipated NAICS code is 541512 (Computer Systems Design Services), with a $34 million business size standard. Responses must not exceed 25 pages. Questions are due by September 28, 2026 at 11:59 PM EST. Submit responses to Stephen Pupillo (Spupillo@bop.gov) or Adam Simmonds (aSimmonds@bop.gov).
