About this opportunity

The Naval Research Laboratory (NRL) Office of Naval Research intends to solicit a contractor to develop a high-fidelity digital twin of the Laboratory for Autonomous Systems Research (LASR) facility, with a sources-sought response due by June 15, 2026. No set-aside is anticipated.

Place of performance is the LASR facility (Code 1700) at NRL in Washington, DC. The digital twin must model four high bay spaces: the Desert High Bay (44 ft × 30 ft × 28 ft with sand pit and rock walls), Littoral High Bay (54 ft × 76 ft × 28 ft with wave pool), Prototyping High Bay (150 ft × 75 ft × 30 ft), and Tropical High Bay (60 ft × 40 ft × 46 ft greenhouse environment).

Technical requirements include use of NVIDIA Omniverse Digital Tools and Environment. The contractor must create virtual environment models from NRL-provided environment scans in E57 and OBJ formats, with separate labeled components for terrain, structural elements, equipment, and infrastructure. Models must be delivered in OpenUSD format compatible with Omniverse libraries and microservices. Deliverables include robotic and autonomous systems (RAS) platform models for at least one ground vehicle and one underwater vehicle specified by NRL, with comprehensive physics properties including mass, inertia, actuator dynamics, friction, and drag. The contractor must develop supporting utilities, plug-ins, and microservices for model configuration, testing, observations logging, and user interfaces. Validation requires tuning models against NRL-provided observation data from actual platform-environment interactions. The contractor must participate in kick-off meetings, monthly progress reviews, complete facility access paperwork, and provide technical support through final acceptance. Work is classified as Applied Research under PSC AC12 and NAICS 541715.

Notice text

The Laboratory for Autonomous Systems Research (LASR), Code 1700 of the Naval Research Laboratory (NRL) provides facilities, equipment and other resources that enable research in the fields of robotic and autonomous systems (RAS), communication and navigation, human robot interaction and machine learning. To better support this research, the LASR facility requires a high-fidelity digital twin of its facilities, equipment and platforms.

The Digital Twin will accurately model and simulate the physical environments and various assets within the LASR facility, providing NRL researchers with an easily accessible tool for simulating robotic and autonomous system (RAS) behaviors in realistic digital environments. The Digital Twin shall enable controlled exploration and extensive test and evaluation of RAS across a wide range of conditions in a cost-effective manner not afforded by the physical environment.

NRL is seeking information from sources that may be capable of providing a solution that will achieve the requirements indentified in this notice and within the Statement of Work (SOW) attached.
