About this opportunity
The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services is soliciting proposals for a digital content evaluation and analysis platform license subscription to support remote usability testing of CDC digital content on both desktop and mobile platforms. The platform must provide unmoderated short and standard user tests, as well as moderated user tests with live participants, while enabling screen recording and automated feedback transcription to allow rapid analysis of results within minutes of test completion. Key contract requirements include annual license subscriptions with 6 creator seats, 50 panelists for short tests, 1,650 for standard tests, 100 for moderated tests, and 18,000 session units, supplemented by optional surge capacity of up to 2 additional creator seats and 3,000 additional session units per period. Evaluation criteria emphasize Section 508 accessibility compliance, WCAG 2.0 Level AA standards, PII protection, HHS security requirements, and FISMA compliance as pass/fail criteria before technical scoring, with technical proposals limited to 20 pages addressing technical capability, management approach, similar experience, and past performance. The deadline for proposal submission is March 30, 2026 at 12:00 PM EDT, with proposals to be submitted electronically to contracting officer Jennifer Gartzke at xuy7@cdc.gov.
This solicitation is designated as a total small business set-aside with no identified incumbents or current contractors mentioned in the available documents. The contract is structured as a firm-fixed-price arrangement with a base period from April 1, 2026 through March 31, 2027, followed by four one-year option periods extending through March 31, 2031, and an optional six-month extension through October 31, 2031, providing potential coverage through October 2031. While specific award values are not disclosed in the solicitation documents, the contract includes 24-hour business-day support requirements via email, live chat, and phone, along with extensive information security requirements including FIPS 140-2 encryption standards, incident reporting within one hour, and non-disclosure agreements for all contractor employees. The place of performance is Atlanta, Georgia, with pricing structured as annual subscription costs paid upon license activation and monthly payments of 1/12 increments for additional services.
