About this opportunity

The American Battle Monuments Commission (ABMC) is issuing a Request for Information on cloud-based digital asset management platforms to enhance or replace the current system at WeRemember.ABMC.gov and support long-term stewardship of burial and memorialization records, with responses due by July 10, 2026. This is market research only and does not constitute a commitment to procure.

ABMC maintains approximately 250,000 burial and memorialization records for service members, currently stored in Knowvation and Microsoft SQL, comprising structured data and large volumes of unstructured content including scanned documents, photographs, and historical materials. The agency seeks a secure, modern platform supporting both public research and internal records operations in a single governed environment. ABMC is particularly interested in proven platforms that support federal requirements and can be configured without excessive custom development, including Alfresco, Aprimo, ArchivesSpace, AtoM, Axiell DAMS powered by Piction, Bynder, Canto, Hyland, Nuxeo, OpenText, Preservica, ResourceSpace, and comparable digital asset management or archival platforms.

Respondents must address 14 evaluation criteria covering platform overview, public portal and search capabilities (including faceted filtering, fuzzy search, OCR, and accessibility), digital asset management for documents and media, internal workflow management, migration approach from Knowvation, API and integration capabilities, security and federal compliance, hosting model (with preference for FedRAMP Moderate or higher providers), implementation approach, post-launch support and transition-out capabilities, relevant federal experience, pricing, and vendor lock-in mitigation. Responses are limited to 20 pages excluding product literature and should be submitted to Jessica Young at youngj.ctr@abmc.gov. ABMC will not reimburse response preparation costs.
