About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking a contractor to test and repair F-16 Advanced Avionics components, specifically the Diffractive Optic Head Up Display (DOH) Electronic Module Assembly (EMA) and Wide Area Conventional (WAC) Electronic Module Assembly (EMA). The primary objective is to return these aviation electronic items to their original serviceable "A" condition without modifying their functional capabilities. Key contract requirements include implementing counterfeit electronic parts detection procedures, maintaining Environmental Stress Screening capabilities, conducting thorough inspections, and providing comprehensive documentation through multiple reporting systems. Contractors must follow strict electrostatic discharge control protocols and demonstrate the ability to handle surge capabilities for mission-essential items. The pre-solicitation notice was posted on January 16, 2025, with responses due by February 1, 2025, indicating a relatively short window for potential bidders to prepare their submissions.

The contract opportunity is not designated with a specific set-aside classification and falls under the NAICS category 811210 for Electronic and Precision Equipment Repair and Maintenance. While incumbent contractors are not specifically named, the contract will be executed at the Ogden Air Logistics Center, Hill Air Force Base. The Performance Work Statement indicates that the contractor must be prepared to manage Beyond Economical Repair situations, with a requirement for DCMA verification within 60 days of such determinations. The contract emphasizes quality control through DCMA oversight and requires detailed reporting across multiple Contract Data Requirements Lists (CDRLs) covering production status, inventory management, and Unique Item Identification (IUID) tracking. Although specific award values are not disclosed in the pre-solicitation notice, the technical complexity and specialized nature of the repair work suggest a potentially significant contract value for a qualified aerospace electronics repair contractor.
