About this opportunity

The Department of the Air Force PEO C3BM DIFC2 published this Limited/Sole Source Justification Notice for the immediate procurement of a Sensitive Compartmented Information Facility (SCIF) collaborative workspace in the National Capital Region. The contract requires approximately 7,350 square feet of exclusive office and meeting space with access to five networks (NIPR, SIPR, JWICS, GNET, and NMIS) to support up to 55 personnel from the DIFC2 Program Management Office. The sole source justification was necessary because the Air Force needed an ICD-705 compliant, turnkey workspace solution to establish a primary work location for critical software development aligned to National Defense Requirements, with the PMO requiring close proximity to key C3BM leadership and program stakeholders. Blue Sky Innovators was awarded the contract (FA222625C0002) on June 27, 2025, with a total estimated value of $750,000 for a performance period not to exceed 12 months. The procurement followed a Request for Information that received four responses, ultimately confirming Blue Sky Innovators as the only vendor capable of meeting the Air Force's specific and time-sensitive requirements for this specialized classified workspace.

The work required under this acquisition consists of the use of approximately 7,350 square feet of exclusive use office and meeting space, with access to 5 networks to include: NIPR, SIPR, JWICS, GNET, and NMIS. This space will provide workspaces for up to 55 personnel supporting the DIFC2 PMO, as part of the move for consolidated operations.  The requirement will also need to have non-exclusive access to areas such as common areas, unclassified conference rooms, and dining/food facilities, where DIFC2 can partner with program stakeholders who are utilizing existing space within the same or nearby facilities.
