This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
***ADDITIONAL INFORMATION, 1 JULY 2013: Fuel may be dyed or undyed.***
1. The ND National Guard has a requirement for up to 21,275 gallons of Diesel fuel to support annual training operations in Minot ND, 21 July-2 August 2013. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W901UZ10366746, is being issued as a request for quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The specific requirements are explained on the attached Request for Quote.
2. The provisions at 52.212-2, Evaluation-Commercial Items apply. Only one quote per offeror will be considered. Award will be made to only one vendor. The Government will award to the responsible offeror whose offer, conforming to the request for quote will be most advantageous to the Government (price and other factors considered). The following factors shall be used to evaluate offers: price, fuel type (#1 or #2, with #1 being the preferred type), delivery/pickup proximity to Minot ND, and hours of operation. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The Contracting Officer will evaluate products on the basis of information furnished by the quote or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote.
3. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer) whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government reserves the right to make no award pursuant to this action.
4. The Federal Government is tax exempt.
5.
