About this opportunity
The Indian Health Service seeks diagnostic reference laboratory testing services for the Phoenix Indian Medical Center under a Blanket Purchase Agreement, with proposals due May 5, 2026 at 1:00 PM MST. This is a Total Small Business Set-Aside.
Place of performance is Phoenix, Arizona. The contractor must provide non-emergent cancer and infectious disease diagnostic testing at its off-site facility, including immunohistochemistry, molecular PCR and in-situ hybridization, and flow cytometry analysis. The contractor must be CLIA Licensed and Laboratory Accreditation Certified and furnish all personnel, facilities, equipment, and materials. Routine test results must be delivered within 2–4 hours of outcome; routine tests must achieve 85% completion within 3 working days, cytology tests 95% within 5 working days, and histopathology tests 95% within 14 days, with 90% compliance for all routine results within 7–10 working days. Specimens shall not exceed 12 hours in transport. Pricing is all-inclusive of travel, lodging, per diem, fringe benefits, and taxes, with no separate charges for specimen handling or repeat testing due to incompatible results when adequate specimen remains.
The initial ordering period runs June 1, 2026 through May 31, 2027, with four optional 12-month extension periods extending through May 31, 2031, for a total potential contract duration of five years. The Government may award a single or multiple BPA on a firm fixed-price, as-needed basis. NAICS code is 541380, Testing Laboratories and Services; PSC is Q301, Reference Laboratory Testing. Award will be made to the responsible offeror whose proposal represents best value, with technical capability and past performance weighted significantly more heavily than price. Proposals must remain valid for 120 calendar days and include a technical proposal (not to exceed 10 pages excluding resumes) and 2–5 past performance references from the last three years. Questions should be directed to Contract Specialist Dale C Clark at dale.clark@ihs.gov.
