About this opportunity
The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), under the Department of the Navy Naval Sea Systems Command, is conducting a sources sought survey for domestically manufactured Di-N-Butyl Sebacate (DBS). The chemical and physical properties of the DBS must meet the requirements specified in Military Specification MIL-DTL-82669B, and the contractor shall be required to test the product against an external certified and traceable DBS standard using gas chromatography (GC) on the same instrument with consistent methodology and calibration. Interested sources must submit their responses by 3:00 p.m. EST on January 5, 2026, to the designated point of contact, Bridget Taylor, via email. Respondents are required to provide comprehensive company information including a brochure or capabilities list, product literature, organizational details, contact information, business size classification, taxpayer identification number, UEI number, and CAGE Code. It is important to note that this sources sought survey is exploratory in nature and does not constitute a Request for Proposal, commitment by the Government, or guarantee that a formal solicitation will follow.
This opportunity is not designated as a set-aside and carries no specific set-aside restrictions. No incumbent contractor information or award values have been disclosed in this pre-solicitation notice. The survey does not obligate the Government to notify respondents of results, issue a formal solicitation, or make any award based on responses received. All submissions must be made at no cost or obligation to the U.S. Government, and large files should be compressed using WinZip prior to submission. The NAICS category is listed as All Other Basic Organic Chemical Manufacturing (325199) with a Product Service Code classification of Chemicals (6810), indicating the procurement falls within the chemical manufacturing sector.
