About this opportunity
Immigration and Customs Enforcement announced on June 4, 2026 its intent to procure comprehensive detention services on a sole-source basis, with proposals due June 19, 2026. ICE finds that only one responsible source—Core Civic, the sole owner and operator of the Prairie detention facility in Minnesota—can satisfy agency requirements within the required timeframe under FAR 6.103-1.
The five-year contract will support ICE Enforcement and Removal Operations (ERO) Saint Paul Field Office with a facility capacity of up to 1,600 detainees. The contractor must provide all personnel, detention management, equipment, facilities, supplies, guards, meals, medical care, and transportation services in compliance with ICE 2026 National Detention Standards, American Correctional Association Standards for Adult Local Detention Facilities, and National Commission on Correctional Health Care standards. The facility must be fully operational within 90 days of award, with initial intake of 150 detainees in week one, scaling to 250 weekly until capacity is reached. Core services include 24/7/365 facility operations, intake and processing with minimum 54-bed holding capacity and 50 daily intake/discharge capability, armed transportation within approximately 250 miles, health and mental health care, commissary and mail processing with hazard detection, and on-call guard services. The contractor must obtain American Correctional Association accreditation within 18 months and furnish comprehensive transition-in and transition-out plans. Performance penalties include $550 daily deductions for video surveillance system repair delays exceeding specified timeframes.
Notice text
DHS/ICE needs to increase bed capacity to meet the administration’s interior enforcement and border decompression goals. This contract supports the ICE ERO Saint Paul Minnesota Field Office with the provision of comprehensive detention services for five years. The facility must have a capacity of up to 1600 detainees, while also providing guards, meals, medical care, and transportation services. It must also be fully operational within a reasonable time of the contract award date. These services are required to support ERO’s mission to safely detain illegal aliens while they await trial or deportation.
The contractor provides all personnel, detention management, equipment, facilities, supplies, transportation, medical care, and onsite hearings in accordance with the ICE 2026 National Detention Standards (NDS), American Correctional Association (ACA) Standards for Adult Local Detention Facilities (ALDF), Standards for Health Services in Jails, and National Commission on Correctional Health Care (NCCHC).
ICE intends to procure these detention services pursuant to RFO Subpart 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements. Core Civic is the sole owner and operator of the Prairie detention facility that meets ICE requirements in the timeframe.
