About this opportunity
The Department of Homeland Security, U.S. Citizenship and Immigration Services, awarded a sole-source purchase order to Empirical Corporation for licenses and support services for the DHS Analysis Tool, an accounting reconciliation and close platform, on a basis other than full and open competition under FAR 6.302-1 (only one responsible source).
Empirical Corporation holds sole ownership of the proprietary DHS Analysis Tool; no authorized resellers or alternative sources exist. The tool addresses capability gaps in USCIS's legacy Federal Financial Management System to enable monthly, quarterly, and annual account reconciliation and financial statement closure during the agency's transition to SAP S4/HANA. USCIS originally targeted October 2026 for SAP migration but delays have shifted implementation to fiscal year 2028, requiring continued FFMS operations and the specialized reconciliation capability the Analysis Tool provides. Replication of the tool is cost- and time-prohibitive due to its proprietary algorithms and redevelopment resource requirements.
The purchase order covers tool licenses for a minimum quantity of 25 users, support services, and professional services over a base year of nine months, with FY 2026 Operations and Support appropriations funding. The Contracting Officer determined pricing fair and reasonable based on historical actuals and comparison to the vendor's GSA schedule rates. Contract 70SBUR26P00000007 was awarded on June 12, 2026. No formal solicitation was issued; instead, Empirical Corporation provided quoted prices in advance to meet Department policy requiring S1 approval before award. Authority cited is 41 U.S.C. 3304(a)(1).
