About this opportunity

The Department of Veterans Affairs (VA) Technology Acquisition Center is seeking a commercial telecommunications short message service (SMS) gateway to support its VEText messaging system for appointment reminders. The agency requires a solution that will enable Veterans to confirm or cancel medical appointments via text message without staff intervention, integrated with the Veterans Integrated System Technology Architecture (VistA) scheduling system. This Request for Information (RFI) is designed to gather market intelligence about potential vendors' capabilities to provide long and short code texting solutions that can handle an estimated high volume of SMS communications. Interested vendors must submit a detailed response by 10:00 AM EST on November 8, 2024, addressing specific technical capabilities, proposing a solution diagram, and providing a rough order of magnitude pricing estimate. The RFI requires vendors to submit comprehensive information including company details, business size, verification status, and proposed technical approach.

The procurement is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under the North American Industry Classification System (NAICS) code 541519 with a size standard of 150 employees. The contract will be competed under the NASA Solutions for Enterprise-wide Procurement (SEWP) government-wide acquisition contract. While no specific award value is mentioned, the initial estimated annual message volume is 504,000,000 messages for the base year and option year. Vendors are expected to be Information Technology Value Added Resellers and must be prepared to demonstrate their capability to meet the VA's specific telecommunications gateway requirements. The government emphasizes that this RFI is for planning purposes only, with no obligation to acquire services, and respondents will not be compensated for their submission. Responses must be emailed to the specified VA contract specialists, with a file size limitation of 5 MB.
