About this opportunity
The Department of Veterans Affairs Office of Information and Technology is conducting market research on Local Exchange Carrier services across the enterprise with responses due by July 13, 2026; the VA has stated it will pursue the requirement through an existing indefinite delivery contract rather than compete a new award.
The RFI seeks vendor capability data for voice and data telecommunications services at 157 VA facilities across multiple states, including Indiana, Kentucky, Nebraska, New Jersey, New Mexico, and Pennsylvania, as well as additional locations in the Northeast and Mid-Atlantic regions. Services encompass POTS line flat rate and ground flat start rate, PRI circuits, DID/DOD blocks, and call features including Caller ID, three-way calling, call forwarding variants, call waiting, voicemail, call blocking, call hunting, and anonymous call reject. The VA requires approximately 2,571 total service instances, with 1,469 POTS lines as the primary component.
Contractor shall provide 24-hour-per-day, seven-day-per-week service availability with a four-hour mean time to repair for outages and 72-hour response for degradation. The performance work statement specifies Firm-Fixed-Price contract type with a three-month transition period starting September 1, 2026, a nine-month base period, and four 12-month option periods extending through August 31, 2031. Qwest Networx must serve as the long-distance carrier. The VA must remain customer of record, and the contractor must own all services and infrastructure. Contractor personnel do not require VA badging or background investigations but must be escorted at all times. Monthly invoicing occurs in arrears through the VA OB-10 system. NAICS 517111; PSC DG11. Responses must include a five-page Vendor Capabilities Statement and completion of the Market Research Workbook indicating yes/no capability by facility and service type.
