About this opportunity

The Department of Veterans Affairs (VA) Office of Information and Technology is conducting market research for Local Exchange Carrier (LEC) services across VA facilities nationwide through this Request for Information (RFI). The VA seeks to procure Plain Old Telephone Service (POTS) lines, Caller ID features, Call Forward capabilities, Call Hunting/Roll Over features, and HSI/DSL standalone service at 12-40 Mbps capacity. Services must be provided 24 hours per day, seven days per week with maximum availability and 99.9% uptime. Key contract requirements include Firm-Fixed-Price (FFP) pricing structure, mean time to repair (MTTR) of four hours for service outages, 24/7 technical help desk support, and comprehensive compliance with VA security, privacy, and information technology standards including FISMA, HIPAA, and NIST requirements. This is an RFI only and does not constitute a formal solicitation; responses must be submitted by February 19, 2026 at 12:00 PM Central Standard Time to Chantel.Bass@va.gov in the form of a Vendor Capabilities Statement limited to five pages. The Government has indicated it will use existing indefinite delivery type contracts to procure these services under its acquisition strategy.

No set-aside designations apply to this procurement. The market research workbook identifies 119 VA facility locations across 33 states plus Washington DC requiring coverage, with a total of 1,139 POTS Line Flat Rate lines across medical centers, clinics, veteran centers, cemeteries, and administrative offices. The contract structure includes a three-month transition period (May 1 – July 31, 2026), a nine-month base period (August 1, 2026 – April 30, 2027), and four optional 12-month periods extending through April 30, 2031. The RFI document does not disclose a specific award value or budget range. Offerors must confirm service capability and availability for each location using the provided Market Research Workbook, which tracks responses across all 119 facilities. As this is market research for an indefinite delivery contract procurement, any ultimate award will result from a competitive process following the formal solicitation phase.
